Season 9 will be the truest test to the core group and where to go next. For eight seasons Rick has had the ultimate support of his followers following his actions. While some of his past actions have been questioned by others, in the end everyone followed Rick’s decisions and actions. The decision to let Negan live at the end of the war will be the decision that will see the end of Rick’s leadership.
At The Walking Dead press conference at San Diego Comic-Con, Greg Nicotero elaborated on the decision to have Maggie and Darryl say they are not going to follow Rick anymore.
Going all the way back to the beginning of Season 8, Rick made an agreement with everyone that Negan would die. And when he makes the conscience decision to let him live, it is not well received especially by Maggie. So, after two years have past and the group is not in immediate threat the cracks from these decision start to crumble the foundation of the family. Even look at the scene in the promo for Season 9, Maggie confronts Rick about not following her lead shows that Rick is not ready to give up as the leader.
