You may be scratching your head at this one. After all, DC and Warner Bros. have a tendency to throw a million ideas at the wall and see what sticks, and it just so happens that they have a lot of leakers in their ship that reveals them way ahead of when they should have been. This was likely the case around the time when a Joker/Harley Quinn film, a Birds of Prey film, a Gotham City Sirens film, and a standalone Joker film starring Jared Leto were all in development.
Many of us naturally assumed that some of those movies — namely Birds of Prey and Gotham City Sirens had been merged together in some way, but apparently not. Speaking with /Film, Suicide Squad director David Ayer, who was spearheading the Gotham City Sirens film, confirmed the film was on hold.

“No, I think it’s on pause,” Ayer told the outlet. Given that DC seems to be sort of making it up as they go, I’m sure the performance of Birds of Prey will dictate what happens next. That being said, I personally don’t think this will ever get made. If Birds of Prey does well, they’ll want to make more of those, and if it does poorly, they may nix other Harley Quinn spinoffs altogether.
Then again, perhaps Harley Quinn will do that thing where she just hops from one team-up film to another, which I think is a cool idea. Given her relationship with Poison Ivy, I guess Gotham City Sirens could be a natural next step, and was even a rumor that hit a year ago.
