According to the trades James Spader is to return as Ultron and Liz Olsen may return as Wanda in Vision Quest. Both THR and Deadline reported the Spader story. However, Deadline also said they’ve heard Olsen could return also for the series.
‘James Spader is set to reprise his role of Ultron in Marvel/Disney+‘s upcoming WandaVision spinoff series, sources confirmed to Deadline.’
‘While the focus is on Vision, we also heard there is a possibility for Wanda Maximoff (Elizabeth Olsen) to appear, which would make sense given how interconnected the two characters’ stories are in the MCU.’
Now exactly how and why these two could return is a little more up in the air. We have no true story based rumors yet for this series. However the little tiny details we do have indicate some possible comic book inspirations. One of which may be the different aspects of what makes Vision a whole being split apart. Well that’s where Ultron could be seen, but who knows for sure. You’d think an actual Ultron return would again be an Avengers level threat. Therefore, I suspect that’s not going to be the case. As for Wanda, it’s possible for her to appear and yet not be resurrected, yet. After all, Vision was in WandaVision after dying and this is surely connected to that series.

I’ve also heard on the Barside Buzz that Agatha All Along is like the direct sequel to WandaVision. With Vision Quest making a sort of trilogy of stories.

He says Vision Quest will feature elements from the West Coast Avengers. He also says Ultron will have a major role in the series and isn’t back just for a cameo. Interesting if true and it kinda also matches the fact the trades have heard Spader is back. Would that get out if Spader only needed to record 10 seconds of dialogue? I think not.
