Julia Louis-Dreyfus turned out to be the teased new actor/character that appeared in Episode 5 of The Falcon and the Winter Soldier. Playing Contessa Valentine Allegra de Fontainte, we already know the character is also in Black Widow. You can call her Val. But don’t say it, just keep it in your head.
In the episode ‘Truth,’ Julia Louis-Dreyfus’s character recruited John Walker, giving him a blank card, but saying the best decision in his life will be to pick up the phone when she calls. Though we don’t know if this version of Val is Madame Hydra, an old SHIELD agent, part of Russia’s Red Room project, or even working for Thunderbolt Ross, it does sound like she is recruiting a team. And all signs point to The Thunderbolts.

In an interview with Marvel.com, two Marvel executives discussed Julia Louis-Dreyfus new character, confirming she is a new, evil Nick Fury.
Nate Moore, executive producer on The Falcon and the Winter Soldier, had this to say about Val:
Whenever we talked about Valentina, even in the writer’s room, she was sort of a more acerbic, funnier, but darker Nick Fury… Someone who knows her secrets, who’s not afraid to operate in the moral gray area, but maybe who isn’t as inherently altruistic.
Co-Executive Producer on The Falcon and the Winter Solider Zoie Nagelhout added:
…It’s the beginning of something… He [John Walker] needs to feel like he has a place in the world. He needs to feel like he has direction and ambition. There’s a catharsis to that [meeting] for him.
Finally Moore confirmed that Julia Louis-Dreyfus’s Val will be causing trouble sooner than we think:
Having a character like Valentina in the show, and actually in the MCU, is really interesting because I think she’ll be making more waves sooner rather than later.
