In a recent interview The Rings of Power showrunners Patrick McKay and J.D. Payne confirm the other Rings come in Season 2. It goes without saying this article is based on audiences having seen the finale of The Rings of Power Season 1, so beware SPOILERS if you have not.
In the finale we see Sauron and Celebrimbor work out the keys to the Rings of Power and we ended with the forging of the Three Elven Rings. However if you have read the lore, you may be aware that the Three were actually created by Celebrimbor after Sauron had already left to create the One. Whereas the Seven and the Nine were created first by both together. So when are we going to see the Seven for the Dwarves and the Nine for Men? In a chat with Vulture, McKay says that’s all coming in Season 2.
“We were concerned about a situation where the part of the audience steeped in lore is six or seven episodes ahead of the characters. If deception is an important part of the journey, we wanted to preserve that experience for book readers too. The idea that the shadow can take many forms was part of what we were attracted to. The reference to gifts is a nod to the Annatar of it all, but also, at the end of season one, three rings have been crafted, and as you know from the song Fiona Apple sings at the end of the season, there are still Seven for the Dwarves, Nine for the Men, and One for the Dark Lord to come. There are more gifts yet to come.”

So, I speculated in my review of the finale what happens next. For me there were only two options. The first being that Sauron creates the others on his own in the show. The second, which I believe is hinted at by McKay, is that Sauron disguises himself as Annatar and goes back to Celebrimbor to create the other Rings together.
There’s only thing I can see against this. Would they have to recast Sauron for any scenes where he is in disguise? Though, I guess perhaps there are ways this could be pulled off visually. Like, we the audience see Vickers. However perhaps we also see another stand in actor showing what others see in his place?
I guess we will find out in Season 2.
