According to the latest DC Barside Buzz, The Batman: Part 2 is to film in March, 2024 and the sequel will feature both Clayface and Robin. As we know the Matt Reeves The Batman universe is its own thing and will not be connected to the new DCU. This does allow Reeves a certain freedom to explore his vision. However, if Robin is involved that will surprise me. We already know that Batman: The Brave and the Bold will feature Damian Wayne as Robin. Now this latest rumor says so will Matt Reeves’ movie and the character will only be 13 years old.
The info comes from MTTSH, who has a good hit rate for Marvel. I’ve yet to determine what her hit rate for DC is, so bear that in mind.

Again, given how early in the career of Bruce we are in The Batman, it seems an odd thing to suddenly throw in a 13 year old kid into the mix. However, I enjoyed The Batman and i’m happy to see whatever Reeves comes up with for his sequel.

As for the filming dates, I’m sure that currently is the plan. So was starting it November this year, as you can see form the related link above. However, there is a wrinkle in the plans of Hollywood studios at this time and we all know what that is. I guess until the strikes are resolved, all studios can do is provisionally plan in dates. Anticipating when they think the strikes may end. Until they do end though, I would not put my money on any dates sticking.
At the end of the day though, this is all just rumor for now until we see something from a more solid source. I can’t see that happening until closer to the time though. Why commit to a date you can’t anticipate you can hit yet? With all the delays, I think it could be 2026 before we see The Batman: Part 2.
