It seems after the events of Civil War, Black Widow has General Ross chasing Natasha. Presumably this means Ross tracking down Nat and trying to arrest her could be a major secondary plot of the movie. How do we know this? Remember Black Widow should have been out months ago. However, much of the movies merchandise is. One book has been providing some very interesting and official details about the events of Black Widow.
Black Widow: The Official Movie Special Book is currently available to purchase. However, I’d be wary of what details you may find. The folks over at CBM clearly have been going through the book for clues and came across an interesting quote from William Hurt who plays General Ross. Here is the passage courtesy of that outlet.
“Well, his ego has to match the muscles of Hulk. I do think about that fatigue setting in after he just made this big move to control the Avengers, and it created a huge problem and a huge rift. I think in Ross’ head he’s probably a self-fantasizing person. He imagined, back when he was contending with Hulk, that he was the conquering soldier going around the world, but things have gotten more complex and difficult. There’s always a sense of dignity to what he’s doing, but I think he’s the soldier on the last hill at this point. He’s surrounded and he’s just trying to protect his way of life. The way he can strike back against the changing world would be by capturing Natasha Romanoff.”

It seems pretty clear that as Natasha gets involved in the plot of her movie, she comes up on the radar. It makes sense that Ross is still looking to arrest those who sided with Cap in Civil War. Nat of course began on the same side as Tony, but in the final confrontation switched sides.
